Yes — you can absolutely develop a basement in a Calgary winter, and it's often the smartest time to do it. A basement development is almost entirely indoor work, so once the build is underway it happens inside your climate-controlled home no matter the temperature outside. The deep-freeze and snow that stall outdoor projects have very little effect on framing, electrical, plumbing, drywall, and flooring happening one level down.
