In Calgary, finishing a basement requires permits and inspections, full stop — so if a quote doesn't mention them, either they're not included (and could be added later, or skipped) or the company plans to do unpermitted work. Unpermitted work is the real risk: it can cause problems at resale and with insurance. Ask the company directly whether permits are included and who pulls them.
